Guided by a board of committed community volunteers, the foundation represents a network of thriving businesses and twenty-two neighborhoods, each working together to improve the quality of life for residents and businesses—not just within LeFleur East, but throughout Jackson.

They envisioned a foundation dedicated to enhancing the beauty, safety, and development of LeFleur East, ensuring it remained not only a place to live but a thriving hub for commerce, culture, and connection. What began as an ambitious idea quickly became a grassroots movement fueled by the dedication of neighbors and stakeholders alike.
In 2012, five visionaries—H.C. Bailey, John C. Dinkins, William Latham, Leland Speed, and Robert N. Stockett—came together with a shared passion for preserving the charm, beauty, and potential of the LeFleur East neighborhood. Each brought a deep connection to Jackson and a belief that the area’s rich history, vibrant businesses, and engaged residents could create something greater than the sum of its parts.
